Kay Villamin
Executive Director
Kay is the Executive Director of the North River Commission, where she leads strategic initiatives that strengthen and enhance the diverse communities NRC serves. She first joined the organization as a Chamber member, later served on the Board of Directors, and has now been serving as Executive Director for the past two years.
As Executive Director, Kay oversees organizational strategy, daily operations, financial stewardship, community partnerships, program development, and stakeholder engagement. She works closely with board members, small businesses, community leaders, and public officials to advance the organization’s mission and vision while ensuring long-term sustainability and impact.
A seasoned entrepreneur, Kay brings firsthand experience in business development, operations, and strategic planning. She is passionate about supporting small businesses in all stages of growth and is a strong advocate for women- and minority-owned businesses. Her background in advocacy and social equity work informs her leadership approach, ensuring inclusive economic development and equitable access to resources.
An immigrant from the Philippines who was raised in Albany Park, Kay is deeply rooted in the community she serves. In her free time, she enjoys spending time with her dog, Indy as well as traveling, photography, collecting books & vinyl records, and exploring Chicago’s vibrant food scene.
Alexia Limas
What Alexia can help you with Alexia manages the Education Department at North River Commission which includes Out-of-School Time (OST) programs at four local schools, Parent Mentor Programs (PMP) at four schools and the North River Youth Council.
Education & Professional Background Along with pursuing her Bachelors in Psychology at Northeastern Illinois University, Alexia has over six years in educational support & after school programming. With her work, Alexia has worked on closing the opportunity gaps for the communities she works in, supporting the pursuit of equity in education and beyond.
About Alexia has made a home in Chicago over the last few years, exploring the city through the outdoors, food, and new friends. Alexia loves to cook, read, explore new parks, and sleep!

Eve Miller
What Eve can help you with Eve leads Environment and Arts & Culture initiatives and oversees community engagement efforts. She can help you with public art opportunities, environmental projects, partnership opportunities, and cross-department collaborations that strengthen the neighborhood.
Education & Professional Background Eve has a Bachelors of Social Work from Texas Woman’s University and a Masters of Library and Information Science from the University of Wisconsin-Milwaukee. Eve’s background is rooted in team leadership and operations, where she drove growth, strengthened performance systems, and cultivated strong stakeholder relationships - experience that now informs her work in community-centered initiatives and organizational development.
About Prior to calling Chicago home, Eve spent time in both Southern Indiana and North Texas. She enjoys reading, thrifting, being at the (frozen) beach, and trying new restaurants!
Economic Development Specialist | SSA #60 Manager
Farah El-Nahal
What Farah can help you with Farah manages SSA 60’s programs and services. She can help you with applying to SSA 60’s rebate programs, obtaining SSA services, and assisting with resources for your business.
Education & Professional Background Farah has a B.A. in political science from the University of Toledo and has a Masters of Urban Planning and Policy from the University of Illinois at Chicago. She is interested in creating pathways for economic mobility and strengthening the local economy. Farah has gained experience in affordable housing development at Northarrow Partners, economic and business development experience at World Business Chicago, and community development experience at Women of Toledo.
About Farah grew up in Toledo, Ohio. She loves to explore Chicago neighborhoods, visit Egypt in the summer, and spend time at Yemeni cafes.
Economic Development Specialist | Chamber of Commerce Lead
Karen Milroy
What Karen can help you with Karen assists small, local businesses on the Northwest Side with licensing, permitting, and general services. She also manages the Albany Park Chamber of Commerce, the leading business advocate for the Albany Park, Irving Park, and North Park neighborhoods.
Education & Professional Background Karen obtained a Masters in Urban Planning & Policy from the University of Illinois Chicago, and has a passion for crafting vibrant, equitable urban spaces through economic development initiatives. Her background includes conservation action with the Shedd Aquarium, real estate development, and working on community development in the Village of Maywood.
About Outside of work she enjoys working out, trying new recipes (a long pursuit of sourdough bread), and spending time in nature.

Caelin Muniz
What Caelin can help you with Housing needs, marketing, small business support, and the Chamber of Commerce! Hablo español.
Education & Professional Background Caelin earned her B.A. in Urban Planning at University of Illinois at Urbana-Champaign. She started her professional career interning at North River Commission in college in Economic Development. She also worked as a General Assistance Intern at Cunningham Township and an Afterschool Instructor at Edison Regional Gifted Center with Youth Guidance. She soon came back to NRC as a F.OR.G.E Afterschool Program Coordinator at Von Steuben and later an Economic Development Specialist.
About Caelin grew up in Skokie in a Filipino-Mexican family. She has two cats – Pretzel and Banjo – and a growing houseplant collection. Caelin likes to craft, cook,, host friend gatherings, and fall down history rabbit holes.

Sonya Koffman
What Sonya can help you with: Sonya is the Organizer of the Parent Mentorship Program across 4 partner schools and works collaboratively with the Education, Economic Development, Environment, and Arts & Culture departments to support community and family engagement.
Education & Professional Background She holds a B.A. in Community Psychology and Urban Geography & Planning from DePaul University and is passionate about community/environmental advocacy and accessible, equitable urban spaces. Sonya previously managed Communications and Outreach at the Metropolitan Water Reclamation District, focusing on accessible environmental and public health education, and facilitated culturally and trauma-informed after-school programming centered on middle schoolers’ mental and emotional health at the CITIES Project.
About Sonya is from Skokie, IL, grew up in a first-generation Soviet-immigrant household, and enjoys photography, playing guitar, creating art, being outdoors, and spending time with friends.
